If you're on a tight schedule and you're doing the horrible "It's Tuesday So It Must Be France" kind of tour across Europe, skip Luxembourg. Visit Belgium instead.
If, however, you're hell-bent on seeing Luxembourg, particularly Luxembourg City, then read on.
Stay away from Luxembourg in the winter. It's too freaking cold there in the winter, and all the 14th-century stone everywhere will make it seem colder. You'll end up spending all your time walking from one pub to the next, just to stay warm. (Not that pub-hopping is a bad thing.)
Go to the history museum. The architects of the history museum melded the modern museum with a medieval castle, and the two complement each other seamlessly. It's really incredible. The museum also offers interactive kiosks in every room, attached to very comfy leather chairs.
Stay at Hotel Francais near Place D'Arms. It's *right* on an old town square (right across from a Chi-Chi's, unfortunately), and in the mornings you can hear the church bells sound off around the city. Make sure you get a room facing the square, and if possible, one on the top floor. There's also a decent restaurant in the hotel, and the owner has an incredible collection of sculpture and paintings on the staircase landings.
The old city wall is a beautiful and very visible reminder of the country's bloody past. Luxembourg has a pretty colorful history of being part of one country or another, to the point where it's hard to distinguish a native culture. It's somewhere between French and Belgium and German, but it hasn't yet materialized into something recognizable by most tourists to the country.
If Disney ever wanted to build an old European town, Luxembourg City would be the perfect model - it's full of castles and medieval walls, and lots and lots of cobbled streets and stone. However, it lacks nightlife, or young people, for that matter, and it's not cheap. Luxembourg City would make a good day trip, but there are better options for longer stays in Europe.
